Cost basis
Part I(1), Appendix VIII, Circular 38/2026/TT-BXD: additional BIM costs are determined by an estimate, not a fixed modeling service price.
Cap ≤20% of the respective technical/working design cost; overall scope ≤50% of total design cost after project approval. Feasibility/economic-technical reports and FEED: ≤15% of respective task costs. Design changes have separate conditions.
These are not percentages of package price. Design stage, disciplines, information requirements, formats and deliverables must be defined.
