Decree 214/2025/NĐ-CP, Article 14: tender/RFP preparation and bid evaluation each 0.2% of package price; tender/RFP and award appraisal each 0.1%. The displayed totals combine two tasks before individual conditions and limits.

Article 14(2): outsourced consultant fees are not based on these selection cost rates. This is an owner-side reference, not mandatory consultancy pricing or a bidder-side bid review rate. Preparation/evaluation and appraisal are separate tasks, not an assumed combined appointment.
